The 23rd China International Motorcycle Expo, held recently in Chongqing, attracted a record 950 exhibitors from countries and regions including the United States, Italy, Germany, France, and Japan.


Chongqing, known as the "World Motorcycle Capital," saw its motorcycle production surge 23.1% year-on-year in the first half of this year, reaching 3.622 million units, accounting for nearly a quarter of China's national output. Of the 14.4989 million motorcycles exported by China in 2024, Chongqing contributed 5.027 million, meaning one in every three exported motorcycles was "Made in Chongqing." Chongqing currently has the most comprehensive motorcycle supply chain in the country, with over 400 established companies and a local supply rate exceeding 90%.

Accelerating the Pursuit of "Intelligence" and "Electricity"

"We showcased a total of eight products at this year's Motorcycle Expo. Among them, our independently developed 500RR model features enhanced intelligent technology, enabling remote monitoring and management of vehicle information. It has ranked first in sales of domestically produced four-cylinder, racing-inspired, and fuel-powered motorcycles for three consecutive months, with cumulative sales exceeding 14,000 units by the end of August." Zhang Xue, founder of Chongqing Zhang Xue Motorcycle Industry Co., Ltd., stated that continued R&D investment is inseparable from the support of national policies. "Since April last year, our company has received over 9 million yuan in tax support, including income tax incentives for the Western Development Program and additional deductions for R&D expenses."

In recent years, Chongqing has focused on building a 100 billion yuan motorcycle industry cluster, continuously promoting the high-end, electrified, and intelligent development of the motorcycle industry. Focusing on supporting technological innovation, the Chongqing Municipal Taxation Bureau of the State Administration of Taxation compiled the "Summary of Preferential Tax and Fee Policies to Support High-Quality Development of the Manufacturing Industry" and the "Summary of Preferential Tax and Fee Policies to Support Technology-Based Enterprises." Leveraging tax big data, the Chongqing Municipal Taxation Bureau has expanded its "Policy Finder" platform, delivering targeted tax policies, risk warnings, and operational guidelines in batches. In the first eight months of this year, these policies were delivered to over 2.43 million households. At the same time, credit incentives will be strengthened, with taxpayers with Grade A credit ratings set to enjoy more convenience and preferential treatment in tax declarations, tax refund processing, credit loans, and bidding.


At the Motorcycle Expo, Chongqing Lifan Industry (Group) Import and Export Co., Ltd. showcased an electric motorcycle, the Paifang Little Star, which integrates a number of intelligent technologies, including an intelligent central control app that supports data monitoring, speed adjustment, and track recording.


"Since August, our electric motorcycle sales have increased significantly," said Tan Songtao, the company's deputy director. Thanks to its Grade A credit rating, the tax authorities have expedited the review of the company's application for an increase in digital invoices, increasing the monthly invoice limit from 150 million yuan to 210 million yuan, ensuring the company's normal operations.


VAT invoice data shows that in the first eight months of this year, sales revenue in Chongqing's high-end motorcycle industry increased by 22.9% year-on-year, becoming a key engine driving industrial growth.


"Motor City" Accelerates its Global Expansion

Currently, "going global" is becoming an effective path for many Chongqing motorcycle companies and suppliers to expand their markets. Data shows that from January to July this year, Chongqing exported 3.618 million motorcycles, a year-on-year increase of 36%, 12.5 percentage points higher than the national average. Exports totaled 15.6 billion yuan, a year-on-year increase of 43.2%.

VOGE, a high-end motorcycle brand under Loncin General Power Co., Ltd., has not only won a large following in the domestic market but has also established a strong foothold in mature markets such as Europe. "In the first half of this year, Loncin General Motors' motorcycle exports generated US$645 million in foreign exchange, a year-on-year increase of 34.3%," said Tian Rongjing, the company's chief financial officer. The company currently has 1,292 sales outlets overseas, including 957 in Europe.

It is understood that during the Motorcycle Expo, over 100 overseas buyers made on-site purchases, totaling US$1.3 billion. To support participating companies in better developing their export businesses, the Chongqing Municipal Taxation Bureau compiled and produced a "Cross-Border Tax Service Handbook," covering the scope of export tax rebates, "export-once tax rebates" for overseas warehouses, zero VAT on international transportation services, and overseas tax credits. The department also conducted field visits and provided companies with policy interpretation, filing guidance, and compliance tips.

"International cooperation has put our company on the fast track of development, but we often face uncertain tax treatment issues in export trade and cross-border operations," said Tang Enfan, General Manager of Chongqing Yu'an Intelligent Suspension Co., Ltd. Tax officials provide timely on-site guidance, explaining international tax policies and providing cross-border tax risk warnings in areas such as parts procurement, R&D and sales, and financial accounting. In the first eight months of this year, the company's motorcycle shock absorbers were exported to countries such as Indonesia, Vietnam, and the United Kingdom, generating nearly 20 million yuan in export value and receiving a 2 million yuan export tax rebate.
